Neutron Security Group native support

Can now list and edit security group rules in the Dashboard: Access & Security > Security Groups > Edit Rules

A configuration parameter was also added to control Neutron security group support.

The Admin User Guide needs new info on security (am adding), and the Ops guide needs an update. The configuration parameter should be picked up automatically by the nova.conf table in the Config Ref.

    Added dashboard and CLI pages for managing project security groups and rules.
    New pages added into existing 'manage projects' pages as xi:includes.
