Require new python-cinderclient for Havana

Havana Nova needs to require cinderclient 1.0.6, which contains the update_snapshot_status() API used by assisted snapshots, as well as migrate_volume_completion() for volume migration.

Latest version in global requirements is 1.0.5, is there a patch to update global-requirements for a 1.0.6 version of the cinderclient?

I believe there is still a need to bump the requirement to 1.0.6 now that it has been released, for:

    Require python-cinderclient >= 1.0.6

    Havana Nova should require python-cinderclient 1.0.6, which includes
    support for features implemented in Havana and already being used by
    Nova. (APIs for assisted snapshots, and volume migration.)
