Alt+tab doesn't focus window when 'alternate windows between all workspaces' is enable

This bug is a regression. What is happening?

I have Ubuntu 13.04 installed on my desktop and Ubuntu 13.10 installed on my notebook and I have same configuration on both desktops: I have 4 workspaces and I've configured through unity-tweak-took alt+tab behavior to alternate between windows on all workspaces.

Now let me show an example:

1. First I open a terminal window on workspace 1
2. I switch to workspace 2 and open a Firefox window
3. Then I switch to workspace 3 and open a Gedit window

After open these windows, if I press alt+tab it will show these 3 windows + desktop.

Now, on Ubuntu 13.04, if I select the terminal window, alt+tab switches to workspace 1 and terminal window get focus. If I select the Firefox window, alt+tab switches to workspace 2 and Firefox window get focus.

On Ubuntu 13.10, the same behavior used to be true. But now, for an unknow reason, when I press alt+tab to switch between windows, the window I've selected doesn't get focus and the workspace remain the same.

And the same happens when I select a window on launcher. I click on app icon that I want to focus but nothing happens. If differents windows are placed on same workspace, alt+tab or click on launcher works, but if windows are placed on different workspaces, it doesn't work.

One last info, I set unity behaviors through unity-tweak-tool and not through compiz-settings-manager so it is not a conflict problem.

It will be awesome if I could get previous behavior.
