Document Neutron metering extension

During the havana release timeframe an extension for managing metering label and rules was added.
Resources and operations managed by this extension should be documented.

This should be done in the same way as it was done for other extension, defining a separate chapter.
For reference, look at the Openstack Neutron Load Balancing extension, as this is another example of service plugin.
