In update 60 I see the icon outlines on the launcher, but no icons.

There is no support for upgrade paths on the launcher config for now, so please re-set your launcher with:

$ adb shell sudo -u phablet -i gdbus call --system --dest org.freedesktop.Accounts --object-path /org/freedesktop/Accounts/User32011 --method org.freedesktop.DBus.Properties.Set com.canonical.unity.AccountsService launcher-items "<[{'defaults' : <true>}]>"
$ adb shell sudo -u phablet -i initctl restart unity8
