Workspaces aren't switched when I click on an app's icon that's running on another workspace

Bug Description

Steps to reproduce:

1. Start an app (e.g. Terminal) on Workspace 1
2. Switch to Workspace 2
3. Click Launcher Icon of Terminal (indicated as running with a caret '>' to the left of icon)
4. Nothing happens (expected behaviour from previous versions: jump to Workspace 1 and focus Terminal)
