Clicking on launcher icon no longer switches workspaces

Bug Description
After upgrading to saucy (beta) clicking on a launcher icon for an app in another workspace removes the focus from my current app, but does not switch workspaces. This sounds similar to #727679, but the app isn't snapped, just a normal window.
