remove "enable scripts" option

Bug Description

This is a little redundant now that we have the NoJS extension isn't it?

First the extension would need to be made more visible. It's not enabled by default.

That doesn't seem like that would fit on that dialog though.

Personally, I think low visibility is desired here. Disabling javascript is not something that a standard user should do. They would not be able to use a good portion of the web.

The ability to disable ecmascript is essential; it is the reason the web is so slow/broken today.

There are too many ecmascript programmers too ignorant of html, css, svg to make the web accessible to all
