Bug Description

This is especially noticable when trying to use the Terminal application.

FYI The terminal app has built in options for this, using panels and tap and hold

The built in options are quite limited, you can't do things like Ctrl-N and Ctrl-P, see #1377096

Does this have anything to do with the fact that external keyboards cannot use Alt Gr or should I open another bug for that?
