AutopilotTestCase._kill_pid and _kill_process need refactoring

These methods should be functions instead, and should use the psutils methods instead of subprocess. Additionally, we should refactor things such that as have a separate class that understands how to launch and kill applications, and how to get their exit code and stdout/stderr. This would make the code around launching processes under upstart / directly much cleaner.

Probably too late to get this in for saucy though.

This was resolved in revno 402[1] so I'm closing this as Fix Released.
