unable to open instance vnc from network view

Bug Description

Opening a vnc console is not possible from the network view, but possible from instances view.

On Fedora and RDO, we have the dashboard accessible under /dashboard, thus the network view is accessible under
http://192.168.100.254/dashboard/project/network_topology/

Trying to open a console, links to
http://192.168.100.254/project/instances/33d0fcfa-8878-4ea8-8908-3f85f0499f30/vnc

whereas the same console opens from project tab, because the link there is

http://192.168.100.254/dashboard/project/instances/33d0fcfa-8878-4ea8-8908-3f85f0499f30/vnc

replace hard coded url for vnc view

    The URL for VNC view is hard coded to /project/instances/[instance_id]/vnc,
    which will fail, if the dashboard is not placed in the root of the
    web server.

Fixes bug 1228033
