[Kubuntu 7.04] Many characters are displayed wrong on the console

Bug Description
I installed a german kubuntu 7.04. When I do a "console login" via gdm or switch to one of the virtual consoles with CTRL+ALT+F2 for example, many erman umlauts as well as many other symbols are displayed with wrong characters. aptitude for example looks very ugly. Perhaps there's something wrong with the locale setting ot UTF-8 support in the console.

What is LANG set to ("echo $LANG")?
Does executing "setupcon" on the console fix the issue?
I think it may be a duplicate of bug 91422 or related to it.
