Building with algencan fails on Intel compiler

Bug Description

Building Fluidity configured with --enable-algencan fails to build on Intel 11.1 with:

    MKDIR lib
echo ' MAKE libalgencan'; gmake -s -C libalgencan
    MAKE libalgencan
        FC algencan.F
algencan.F(49): error #6404: This name does not have a type, and must have an explicit type. [DTIME]
      time = dtime(dum)
-------------^
compilation aborted for algencan.F (code 1)
gmake[1]: *** [algencan.o] Error 1
make: *** [lib/libalgencan.a] Error 2

Just remove it all. Algencan isn't used anymore.

Thanks Patrick. Gerard is working on a 'purging unwanted features' branch at the moment which this should be able to be added to.
