Bug Description

http://docs.openstack.org/developer/ironic/dev/dev-quickstart.html describes how to set up a developer environment. tox requires the postgresql libpq-dev package, so that ought to be added to the documentation.

    Updates documentation for tox use

    In order to create a virtualenv with tox, a postgresql package is needed
    as a prerequisite. The dev-quickstart documentation has been updated to
    reflect this.

    In addition, the prerequisites for Fedora/RHEL were modified, because
    mysql-devel is needed, not mysql-libs.
