Reported by Stelian in the ASDF-DEVEL mailing list:
(asdf:load-system :swap-bytes/test :force t) does not recurse
into :defsystem-
Faré reports that this is probably a bug, but there are subtleties with fixing it (e.g., do we reread the DEFSYSTEM after forcing its DEFSYSTEM-
Before fixing this, I'd like to see some careful discussion of ramifications.
