Timer does not provide any user feedback (haptic or audible)

Bug Description

When the timer elapses, the ring around it turns green, but there doesn't appear to be any audible or haptic notification whether you are still in the clock app or in some other app. I tested this on a maguro flashed with 20130917.1.

I couldn't find any QML Api to trigger haptic or audible notification. David, Nicholas, Popey if you can find please let me know. Fixing this would be quite simple if I have the API to trigger a notification.

This needs work on the platform level. On talking to bill filler and others on IRC, they said that a platform background service (alarm service) should be the one to show a snap notification and play a audible notification. However this was not something that Zsombi who implemented the alarm service was aware of. Hence he will need to implement this feature that the clock app can then use.

We don't have time to do this in the 14.04 cycle unfortunately. Postponing to 14.10 cycle.

With the new clock app v3.1.69, we have removed the timer and stopwatch. This bug is no longer valid as a result.
