Bug Description

1. Open the system settings app from the Home Scope screen
2. Go the wifi indicator and open system settings

two instances of the app end up open, only one should be allowed to be open.

you can open a seemingly unlimited number of them in this way.

I think the upstart-app-launcher can help there, even if that doesn't give us real single instance it might fix the case described in there ... Ted, I think you did work around that, can you comment?
