doxygen is build-depends, not only Build-Depends-Indep

It seems that doxygen is actually a build-depends, rather than a build-depends-indep, as seen in the build failure log attached.

We're seeing this in the cloud archive builds (saucy level packages built for precise).

Note, this does correctly build on saucy, but we're not sure why.

Chuck uploaded 2:1.0.16-3~cloud1 which has the simple 'add doxygen to build-depends' fix.
