Bug Description

It seems that doxygen is actually a build-depends, rather than a build-depends-indep, as seen in the build failure log attached.

We're seeing this in the cloud archive builds (saucy level packages built for precise).

Note, this does correctly build on saucy, but we're not sure why.

Marking this 'fix-committed' in the cloud-archive task.
Chuck uploaded 2:1.0.16-3~cloud1 which has the simple 'add doxygen to build-depends' fix.

Can this trivial patch be released on the main libusbx package too?
