OSK in Apps Scope does not return if dismissed

Bug Description

Steps:
1. Go to the apps scope
2. Start a search, for instance by typing "fr"
3. clear the search by clicking the little "x" in the search box
4. dismiss the OSK by dragging it out the way
5. click back into the search field (which is still present)

Result:
The OSK does not appear

Expected:
The OSK appears when click on

Note that if you navigate away from the apps scope and back again, the search field is gone, clicking Search again, it all works

just a note, manually, swipe the OSK down and it does dismiss (hide)

This is a duplicate of Bug #1213034 in unity8... but then you could argue that dismissing the keyboard (dragging it down) should unfocus the focused text field, in which case this could be an OSK bug instead.
