Bug Description

Steps to reproduce:

1. Go to the "Settings" panel
2. Adjust the language, timezone, or page size
3. Logout and Login

Expected behavior:

User settings are preserved between sessions.

Actual behavior:

All user settings are reset to default values upon logout.

    Store user settings in persistent cookies as well as the session

    This should keep international users from having to reset their
    language preferences every time they login.
