summit.o.o should be puppetized and auto-updated from odsreg code

odsreg is now under openstack-infra but summit.o.o is still only partially puppetized (odsreg itself is manually deployed on that host). We need to fully puppetize it so that it picks up changes in the odsreg repo.

This might require a few odsreg changes to support continuous deployment.

On a related note (see bug 1082787) , the old summit.openstack.org VM... DNS no longer points to it, do you still have files you need on that system or are we clear to delete it now?
