Please sync resiprocate 1.8.13-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Link rutil library with -lpthread to fix build failure. (LP: #1208927)
    Fixed upstream

Explanation of FeatureFreeze exception:
Various bug fixes upstream, including a fix for the Ubuntu build issue.

Yes, it is just bug fixes, but there is a patch in Ubuntu. The patch
can be dropped now I believe.

Thanks for that feedback

The rend binary is a utility for load testing. It was not compiled at
all in previous releases. The error suggests that LDFLAGS needs -lpopt

I can add -lpopt for the 1.8.14 upstream release, could you try adding
it as a patch in Ubuntu to make sure no other problems exist?

Alternatively, you could just suppress the build of resip/rend, e.g.
putting in a dummy resip/rend/Makefile after running configure
