Bug Description

During installation of swift storage node a puppet failure occurs.

err: Could not retrieve catalog from remote server: Error 400 on Server
Exported resource Swift::Ringsysnc[account] cannot override local resource on node <node_name>

Environment grizzly HA with two proxy and three storage nodes. Issue occurs regardless of launch order.

I like this patch b/c is removes one of the current exported resources requirements
