[saucy] gnome-panel does not start automatically on gnome-session-flashback login

Bug Description

The gnome-panel in saucy does not start automatically after login into gnome-session-flashback resulting in a rather limited desktop experience.
(I blamed the gnome flashback package instead of gnome-panel because it is possible to launch it manually in flashback mode.)

Steps to reproduce:
- install sauce daily build from 11.9.13
- update system
- install gnome-session-flashback
- logout and login into gnome flashback -> no panel

$ lsb_release -rd

$ apt-cache policy gnome-session-flashback
