Bug Description
When I attempted to add security rules for "other Protocol" under the following condition in horizon,
I saw the message that "<type int'> is not a valid ip protocl number".
<condition>
・IP Protocol is 8000
Because the string "<type 'int'>" is confusing, it should be modified.
