Validation error message about the IP Protocol Number is confusing

Bug Description

When I attempted to add security rules for "other Protocol" under the following condition in horizon,
I saw the message that "<type int'> is not a valid ip protocl number".
<condition>
・IP Protocol is 8000

Because the string "<type 'int'>" is confusing, it should be modified.

modifies error message in adding security rule

    Because the information on the type of input data
    is outputted in "validate_ip_protocol" method,
    I removed the information on the type and
    modified error message.

At the same time, I make error messages translatables
in this file.
