config file generator should document deprecated names

oslo.config supports deprecated config options but we don't document them in the sample file that oslo generates. adding the deprecated name to the comment around a option will make it easier for users to see what has changed.

    Print the deprecated group/name for each option

    In the config file generator, we should print the deprecated group
    and name for each option if specified. This will help the users to
    quickly find out what has changed.
