Network Topology should be placed on top of "Manage Network" group

Bug Description

The current order of the panel of "Manage Network" group is a bit strange.

Manage Network
   Networks
   Routers
   Load Balancers
   Firewalls
   Network Topology <------------
   VPN

Network Topology is a kind of overall navigation, so it looks reasonable to move it to the top of "Manage Network"
