can't install cinderclient with pypi mirror

Bug Description

Downloading/unpacking requests>=1.1,<1.2.3 (from python-cinderclient>=1.0.4->-r /opt/stack/glance/requirements.txt (line 41))
  Could not find a version that satisfies the requirement requests>=1.1,<1.2.3 (from python-cinderclient>=1.0.4->-r /opt/stack/glance/requirements.txt (line 41)) (from versions: 1.2.3)

Workaround:
pip install -d ~/.cache/image-create/pypi/download/pip/openstack requests==1.2.2
run-mirror -b remotes/origin/master --verbose -c mirror.yaml --no-download

bug 1222309 filed about how our mirrors get into this state.

To work around pip install -d 1.2.2 or whatever into the mirror then run-mirror --no-download.
