Extract video range feature is broken in Gimp-GAP

Bug Description

The Extract videorange feature (accessable via Gimp -> Video -> Split video into frames -> Extract videorange) is broken because the gimp-gap package is stripped off _all_ multimedia support.

Please remove the disable flags in debian/rules and setup the package to use the right dependencies.

If necessary provide gimp-gap-free and gimp-gap-nonfree packages, so that atleast frames from free video codecs like theora and VP8/VP9 can be imported.

I don't think this will ever get fixed. Does anyone know a way of manually rebuilding?
