result report is utf-8 but BOM is absent

Bug Description
The NUnit result reports is utf-8 encoded. The xml-declaration is also created and the encoding attribute set to utf-8. However it can be neccessary to have the Byte Order Mark EF BB BF within the file as the first three bytes as well.
