[Weather app] Missing last 'updated' details

Bug Description
Current situation:
On screen, missing the time when the weather forecast was updated/refreshed.
Desired solution:
Display time of update. Eg. "Today, 12:00". However, keep the 'Refresh' action in tool bar, and we don't need a refresh icon on screen now (as might have been in visual design).
