ctrl-c fails to stop debug-log

Bug Description

juju debug-log is like the terminator, it can't be stopped. Not even ctrl-z (suspect) does anything.

If I kill the process from a separate terminal, the shell prompt comes back but the log still gets thrown at the terminal in the background!

I have a feeling this is something to do with the sshuttle I am using with canonistack.
