Bug Description
*Steps to reproduce*
1. Log in WebUI
2. Create new environment 'test'
3. Go to this environment
4. Create new service, for example AD
5. Deploy this environment
6. While deploy in progress go to the list of the services
7. Click 'Create Service'
*Observed result*
User see button 'Create Service', can click on it and creation form is appears. But in fact user can't do this in API
