delay clicking on toolbox icons

Bug Description

OS: Win7 32bit
Inkscape Version: inkscape-0.48.4-1-win32

Delay for clicking on toolbox icons;
for example when i click on one of icons such as "create circles ...", after that, the other icons on toolbox are disable (you can not click on them) for 5, 6 seconds.
The previous version, inkscape-0.48.3.1 worked fine for me.

Note: the exact cause for bug #1131428 is unknown; based on user reports it does affect other Windows ports of GTK+ application as well (e.g. GIMP).
