non-ha install fails when setting up swift

Bug Description

Doing a clean deploy from build node up with swift enabled in non-HA, I get this deploying the controller:

debug: catalog supports formats: b64_zlib_yaml dot pson raw yaml; using pson
err: Could not retrieve catalog from remote server: Error 400 on SERVER: Duplicate definition: Class[Swift::Keystone::Auth] is already defined in file /usr/share/puppet/modules/openstack/manifests/keystone.pp at line 291; cannot redefine at /etc/puppet/manifests/core.pp:445 on node ci-os-con1.ctocllab.cisco.com
warning: Not using cache on failed catalog
err: Could not retrieve catalog; skipping run

Looks to me like this commit got reverted accidentally in the HA merge:
https://github.com/CiscoSystems/grizzly-manifests/commit/97b7582982c08147e8ce3d31b6ce525160141a5f

I'll take reverting it for a quick spin and report back.
