[HP ProBook 4520s Notebook PC] Keyboard stops working after S3 3.11 regression

Bug Description
After S3 on this laptop, the keyboard is completely non-responsive. (E g, Ctrl-Alt-F1 does not work) The trackpad is still working though.
I believe this is a kernel problem because
1) It started happening recently, i e, it was not a problem when running with a 3.10 kernel.
2) I can't find *any* keys working, not even magic keys (REISUB)
