Need an auto-deprecate view for skills

So the good thing about dealing with mass deprecation is that it should be easily reversible, manually or automatically.

Basically we need a form which lets you:

a) Enter a string to match. We're talking substring matching here (hopefully I'm using that term correctly).
b) Select the relevant layers via checkboxes. They should all be checked by default. I need to check with Douglas on whether or not skills need to be searched separately from skillsets or how that should work. Deprecating a node does NOT deprecate its children.
c) Select Deprecate or... hm... Activate?

Then search for matches. This will be a very large number for VA CTE. I guess ideally the results would be batched.

After you can scan the results, you hit Submit (or Cancel), to deprecate or activate all the skills found.

This just flips a bit, so if you don't like it you should still be able to go back and Activate to get everything back to where it was.
