Filesystem is read-only and doesn't allow click packages to install

Bug Description
Testing on a Nexus 4 the file-system is read-only so when I go to install a click package from the scope (the XDA), I see a progress bar while it downloads but nothing happens. Nothing is installed to /opt
Setting the file-system to read/write allows the click to download and it is installed correctly to /opt.
