create a debian package

The package for 0.4.0 is now pending upload in Debian

The ITP https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=725081 has been closed back in November 2013 with the upload of a package for python-gear 0.4.0.

The Debian work is under the Debian Python Modules Team: https://wiki.debian.org/Teams/PythonModulesTeam

Package is now at 0.5.4 though 0.5.5 is in svn but pending upload.
