Conductor: deploy hangs for 'Unexpected state' of LoadBalancer

*Steps To Reproduce:*
1. Log into WebUI
2. Navigate to Project > Access & Security > KeyPair
3. Delete all key pairs (murano-lb-key)
4. Navigate to Project > Environments
5. Create environment 'test'
6. Add ASP.NET Farm service to this environment and start to deploy this environment

*Observed Result:*
Deploy hangs and we can see in the deploy logs the following errors messages:
