webUI: user can not create SQL service

*Note:* this bug block testing of fix for https://mirantis.jira.com/browse/MRN-824

*Steps To Reproduce:*
1. Log into webUI
2. Navigate to Project > Environments
3. Create environment 'test' and navigate to the list of services for this environment
4. Click on 'Create Service' button
5. Select Type = 'MS SQL Server' and click Next
6. Fill all reqired fields and click Next button

*Expected Result:*
After step 6 user will see the next page of wizard with flavor configuration.

*Observed Result:*
User still on step2 of this wizard.
This issue does not reproduced for AD and IIS services, looks like only for MS SQL.
