The shared flag is not set when creating a firewall

Bug Description

When creating a firewall with the fwaas CLI and the --shared flag set, the shared value in the mysql database is set to NULL and other tenants cannot see the firewall. As a result, the shared option for firewalls is not working properly.

The patch is abandoned, so I reset the status to New.

There is a discussion on 'shared' firewall and we don't figure out use cases for 'shared' firewall
(see bug 1465440), so it does not make sense to reset the status to Triaged.
