Allow limiting maximum number of workers in the XB test suite

Bug Description
The current limit on maximum number of parallel workers used by the XB test suite is hardcoded to 16. It turns out it is too high for some slaves. For example, all 32-bit slaves are currently run as VMs on a single hardware machine. Which gets overloaded with each VM spawning 16 parallel workers.
This report is to make the limit configurable via the XB_TEST_MAX_WORKERS environment variable.
