Embedded PDF block not degrading gracefully in unsupported browsers

Bug Description

This relates to the new (in Mahara 1.8) embedded PDF block: https://bugs.launchpad.net/mahara/+bug/1036556

In https://bugs.launchpad.net/mahara/+bug/1211070 we introduced behavior that causes it to show a link to the PDF when the page is viewed with JS turned off.

However, it still looks lousy if you view it in a non-Firefox browser with JS turned on.

To test:

1. Create a page with an embedded PDF block
2. View it in Chrome or IE10, with Javascript turned on

Expected Result: You should see the inline PDF, or you should see a link to download the file
Actual Result: In IE10 you see a grayed-out scrollbar with nothing next to it; in Chrome you see nothing but the block title.

I can no longer replicate this issue, so it appears to have been fixed.
