The KDE 4.11 default is no login/out sounds - more: http://lists.kde.org/?l=kde-commits&m=136646628816226

Check your settings - You could enable the login/out sounds : KDE System Settings > Application and System Settings > Manage Notifications > KDE Workspace: http://i.imgur.com/khET2Xn.png

If you think that this is a bug and not a feature then it would be better if it was tracked at https://bugs.kde.org, so that the KDE developers can deal with this speedily and have direct communication with you as the reporter.

Closing this from the Launchpad, marking it as a invalid.

KMix reset Event Sounds to zero during upgrade from Kubuntu 13.04 to 13.10. Clicking the KMix icon in the System Tray and increasing with volume slider brought event sounds back.
