install_os_puppet overrides APT settings for proxies

Bug Description

It's reasonable to need a proxy for some commands (git clone) and yet not apt-get, because apt-get may have proxy and/or mirror configuration in its settings file. The install_os_puppet and puppet_modules.py files need to distinguish between proxies-in-general and proxies-for-apt-get.
