Bug Description

We should add support for linking to bugs tracked in RT (Request Tracker, http://bestpractical.com/rt)

Even though it's not designed to be a bug tracker, some projects do use it as such. For example Parrot, OpenSSL, Perl, and whole of CPAN.

It's possible to query an RT instances remotely using a command line tool (http://wiki.bestpractical.com/view/UseRtTool), so it shouldn't be too hard to get the information we want.

This appears to be due to the way that Launchpad parses RT URLs. I've filed bug #180210 about this.
