[UI] Incorrect work "show/hide full configuration"

precondition steps:
Sign in in horizon
open savanna tab
open "Node Group Templates" tap
click "Create Template"
click "Create"
select processes
    by Example: select namenode and jobtracker
click parameters tab:
    by Example: click "HDFS Parameters"

Step 1. click "Show full configuration"

Step 2. add filter
    by Example: "heap"

Step 3. click "Hide full configuration"

Step 4. erase filter string

expected result:
    parameters with priority 1

actual result:
   all parameters

    Correcting show/hide functionality for node group templates

    Fixing the behavior of the search box and how it works with
    the show/hide all configs link. Now, when the search box
    is blanked out, we check the state of whether or not we
    are showing all configs or just "important" ones and display
    configs according to that.
