fglrx-installer should not depend on linux-headers

Bug Description

Drop dependency on linux-headers. The solution provided in http://bugs.launchpad.net/bugs/284091 was incorrect with respect to LTS kernel headers. In order for dkms packages to build without error the correct kernel meta package must be used, i.e., one that installs the kernel image as well as the headers. For example, linux-generic, linux-generic-lts-quantal, linux-generic-lts-raring, etc.

Having a linux-headers package dependency in Quantal/Raring/Saucy is benign since there will never be an official LTS kernel installed in those releases. I do suggest fixing the Saucy version however so that this problem isn't propagated to 14.04.
