Bug Description
The Emacs Wiki says that both GNU Emacs and XEmacs have built-in conversion programs for Base 64 and Quoted Printable formats.
Indeed, GNU Emacs has qp-decode-region and qp-encode-region (as part of Gnus) and base64-
Investigate these and, if possible, eliminate the binaries distributed with VM. This should simplify the VM build process.

Have used the built-in converter programs for a couple of years now (since 2014-07-24) and found no problems. We can disable the binary programs now.
